Read-only preview of what POST .../switch-to-prepaid would actually credit right now

/instances/:instanceId/billing/preview-switch-to-prepaid

creditCents is 0 (not an error) when there's no active subscription to cancel — nothing to preview. Meant to back a confirmation step before the customer commits to canceling.
